dualfroz d8da766684 fix: negotiate core versions by the breaking component, not the major ...

Semver leaves 0.x unstable, so a plugin pinned to 0.1.0 must not load
against 0.2.0. requireCore now compares the major alone from 1.0.0 on and
major plus minor while the major is 0.
